Born and raised in Midland, Texas, Troy attended undergraduate school at Central Texas College where he obtained a Bachelors degree in Career Pilot Technology in 1973. Due to a downturn in general aviation at that time, he attended Texas Tech University School of Law and received a Doctor of Jurisprudence degree in 1976.
After several years of practicing law for the Fort Worth firm of Simon & Simon, Troy took a management position with a private oil company headquartered in Fort Worth that involved flying duties (Cessna 421, Swearingen Merlin, and Cessna Citation). After fifteen years in that position, Troy went to work for Johnny Vinson at Arch Petroleum where he was Vice President of Acquisitions and later President of Arch Petroleum Ltd., its Canadian subsidiary as well as chief pilot (Navajo and Merlin IIIC). When Arch was merged with Pogo Producing, Troy began managing corporate aircraft based at Meacham, Alliance, and Dallas Love. Three years later, he joined Flight Services Company as Director of Aviation with supervisory duties over all facets of the business.
Troy holds an Airline Transport Pilot license and has over 16,000 flight hours. He is type rated in the Citation 500/550, Citation 560XL, Citation 650, Falcon 10, Astra/Gulfstream G100, Merlin/Metroliner and Lear 40/45 aircraft and has extensive experience in the King Air series and Cessna 400 series aircraft.
